Driven by the economic goal of maximizing profits in global trade and fishing, approxi- mately 15% of large fishing vessels operate under flags of convenience or unidentified flag states. The flag states often exercise lax oversight over these vessels, failing to strictly monitor their operations, which creates opportunities for illegal transport and fishing activities. A significant number of these vessels are registered in Panama, whose flag is commonly referred to as a "flag of conve- nience." The flag-like design of the sculpture's mold reflects the need for mass production and distribution. As a tool engaged in international economic affairs, the entire installation's design is inspired by the tethered signature pens often found at public service counters. The flagpole passes through a ship's helm, its tip anchored to the ground, maintain- ing a temporary state of stability and readily available for use.
